Khalil Abdar-Rashid, MBA,BS, CADC, CSPS, CPRS
Founder/Executive Director:
Khalil Abdar-Rashid has been in this field for over 20 years. He graduated college with an MBA and a Bachelor's Degree in Psychology. Khalil became a Certified Peer Recovery Specialist in 2018. He received his CADC in 2019. He became a Certified Supervisor of Peer Specialists in 2021. Khalil has published three books: ‘Black Boy Lost’ in 2017, ‘Faith’s Journey’ in 2019, and “Suffering in Silence” in 2021. He is married with two sons. He also has three grandchildren (1 boy and 2 girls).

Ronald Syglowski
Treasurer
Ronald Syglowski grew up in Schuylkill County Northeastern Pennsylvania. He graduated from Goldey-Beacom College in Wilmington, Delaware.
He served six years in the US Army Reserves and worked in the banking and insurance industry for forty-five years. He has been married for fifty-seven years, has three children and three grandchildren. He currently reside in Millsboro, Delaware.

Krystal Walston
Secretary
For the past 15 years, Krystal Walston has been proven to be indispensable in the administration profession. She has worked primarily in the substance abuse and mental health field. Her administrative career began at Brandywine Counseling & Community Services. For 11 years, she served her company and clients with a smile. Four years ago, she transitioned to RI International as a Support Services Specialist working at the Recovery Response Center in Ellendale, DE. Here Krystal serves her staff and guests by creating and implementing policy, procedures, and an environment that practices trauma informed care. Her contributions towards the betterment of RI International and continued commitment has made her a pillar in the community and mental health field.

Military Achievements: At age 25 became the youngest E-7 in the history of the Army to be selected and unconditionally promoted in peace time (non-wartime). Retired in 2003, due to injuries sustained while on active duty.
Civilian Achievements: In 2009 Founded the first African American own Hospice company in the history of San Antonio. In 2012, Coached the first Amateur Athletic Basketball Team to win the National Championship in the History of San Antonio. In 2014, selected as Covington's Who's Who Executive of the Year for Hospice.

Amy Herb
Board Member/Victim Impact Facilitator
Amy Herb is a passionate and creative professional who has dedicated her career to enhancing the public sector. She has over twenty years of experience with planning, grant administration, and program implementation of state, and federal initiatives to achieve better outcomes for youth and adults with justice involvement and/or behavioral health conditions. Amy holds a bachelor’s degree in behavioral science and a master’s degree in Administration of Justice. She is currently a Prevention Science Doctoral candidate, where her research is focused on understanding the occupational experiences of Certified Peer Recovery Specialists to help inform organizations on how to best implement these services. For the past thirteen years, she has been an adjunct professor for the undergraduate criminal justice capstone course. In her spare time, Amy volunteers for a variety of projects for individuals with justice involvement and those struggling with substance use. More recently, she began dedicating her time assisting with planning events focused on honoring veterans and their families.

NaTascha Hughes, LMSW, MSol, ICADC, CMHS-DE

Over the past twenty years, NaTascha’s goal has been to use her divinely given gifts to serve others around her. Her purpose in life is to – DIE EMPTY. For her, this means pouring her time, talents, gifts, and resources into others so they may live a maXXed life. Her personal mission is simple – LEARN, EDUCATE, SERVE. Her business hashtag is #iSERVE.
NaTascha has risen throughout her career as one of Delaware’s prominent behavioral health Leaders. She most recently retired from full time operations overseeing the state of Delaware for RI International. She is currently a sought-after Behavioral Health Consultant. Additionally, she is on faculty at Delaware Technical & Community College where she teaches and advises our future social workers in the Human Services program. She is a Transformational Life Coach and international speaker. She is Cofounder and CoCoach of The Life MaXXed Institute under the umbrella of Speight Strategies & Solutions, LLC. She is the Chief of Operational Excellence for the Laurence T. Bell Legacy Project. The Legacy project is a nonprofit that delivers consultation and training in organizational, legacy and leadership development to individuals, organizations and ministries throughout the world.
NaTascha is the mother of two adult children, Tosajhn & Taschiana. She is Duchess to two handsome GrandGuys. She resides in Delaware with her Cane Corso Judah.

La'Kishea Townsend
Peer Support Re-entry Specialist
La’Kishea has worked as a Peer Support Specialist for 1year. My role involves advocating and assisting with resources to assist people with a history of substance use and mental health conditions also help with this process and provide other services, including reducing stigma, improving a person’s quality of life in recovery. I'm passionate about helping others. Outside of work, you can find me outdoors fishing, crabbing or spending time with my grandchildren, and loved ones.

Metetwa Shakur
Peer Support Re-entry Specialist
Metetwa has worked as a Peer Support Specialist for a variety of organizations across Sussex County with a strong passion to serve the mental health and substance use populations. Metetwa has 20 years in recovery. He is a member of the ACLU of Delaware and serves on the praise and worship team of his church. He is a DJ and an active father in the lives of his children.

Sandra Syglowski-Rashid, LSW
Program Manager/VI Facilitator
Sandi is a Licensed Social Worker and Pennsylvania native. She earned her Bachelor’s Degree in Child Development and Child Care from The University of Pittsburgh and a Master’s in Social Work from the University of Pennsylvania. Sandi had dedicated the majority of her career to providing direct services to children and families in a variety of settings, including school, home, and the community with a focus in several areas including trauma, substance abuse, child protective services, juvenile justice, and victims of crime. She has served as a Program Manager for various community prevention programs in the social service and educational arena as well as for a Fortune 500 healthcare company. She currently serves as the SEBW Coordinator and Project Evaluation Specialist for the Delaware Department of Education and provides training consultation to social service organizations. Sandi also serves as a Program Manager for Missed Opts, Inc. and has also served as a Program Facilitator for the Victim Impact Program through Victim Voices Heard and Missed Opts, Inc. at the Sussex County Correctional Institute (SCI). Sandi is committed to helping to break the cycles of violence, crime, and other disparities that exist in our communities.
Sandi is married and is the mother of a young son, who fuels her commitment to breaking the cycles that have personally affected her extended family.

Nakia Trader, M.S.,B.S.
Re-entry Specialist
Nakia Trader is a dedicated behavioral health case manager and social work professional with a Master’s degree in Human Services and a Bachelor's in Psychology from Wilmington University. With a strong background in supporting individuals facing mental health and substance use challenges, she is a passionate advocate for personal growth, recovery, and meaningful change. Nakia is also an entrepreneur and owner of Executive Shine Services LLC, a commercial and residential cleaning company, and the founder of WayofTruthEM, a growing charity focused on faith-based outreach, discipleship, and community support. Her work reflects a deep commitment to service, empowerment, and holistic well-being.
